  1. Subsidize unproductive jobs to prevent workers from reallocating to more productive ones.

  2. Cap rents, prevent price gouging, and, in general, stomp any incentive to increase supply.

  3. Always discuss the urgent, never the important. Never build what’s needed for tomorrow’s success.

  4. Use debt to cover structural shortcomings. This will reduce the urgency of solving root problems.

  5. Conduct root cause analysis until you find a problem for which you cannot be held accountable.

  6. Always solve problems in the most superficial way. This will enable the root cause to keep generating problems.

  7. Trick people into caring more about inequality than prosperity. Make them play zero-sum games. Even better, negative-sum ones.

  8. Promote wealth taxes to scare away the entrepreneurs who demonstrate the best ability to create jobs.

  9. Increase graduation rates and education length as much as possible. Trick people into entering the workforce as late as possible and with as much debt as possible.

  10. Give people a system where they can choose their party but not their candidate. Give them the impression of a democracy while retaining all power.
